Our client is the largest listed Belgian property developer. The company is independent, and has no ties with construction or financial groups. Activities are diversified in terms of nature of the objects (residential, retail, office and landbanking) and geographical spread (Belgium, GD Luxembourg, Germany, Poland and France; projects in other countries under study);
The company’s workforce is +/- 100 individuals.

The project management team in Belgium currently counts 8 technical directors, 5 client advisors, 1 procurement manager and 1 administrative support and is headed by the Head of Technical (Belgium).
To build on its success, our client is offering a highly attractive opportunity to a “TECHNICAL PROJECT MANAGER”.
Function and profile:
As Technical Project Manager, you ensure that our projects are fully taken care off from a technical point of view throughout the design, building and acceptance phase. You are the continuous sparring partner of our developers and technical directors and an entire network of contractors/external stakeholders. This is a very broad role that is in the heart of our business and of utmost importance for our results and reputation.
YOUR MAIN DUTIES CONSIST OF:
During the design phase, which consists of preliminary design, permit design and tender design:
You are responsible to achieve the most optimal results in terms of quality/budget, you manage the tendering processes with the general contractor or co-contractors.
This includes tasks such as:
– Analysing offers
– Evaluating proposals or alternative solutions
– Contracting in collaboration with the Technical Director
During the construction phase, you monitor and organise the project in a precise manner. This includes but is not limited to the following tasks:
o Acquiring detailed knowledge of the documents setting out the background of the project
o Ensuring that the Technical Director is kept informed on a regular basis so that decisions can be made in an appropriate and timely manner, with monitoring of the project’s cost and general timeframe
o Taking the necessary measures to anticipate problems and acting to resolve them
o Ensuring that the various Technical Consultants fulfil their obligations, in particular in terms of compliance with quality and fire safety requirements (in the final phase and in the construction phase)
o Coordinating with the Consultants as regards the wishes and approvals of the Client
o Analysing the constraints generated by the specific features of the project (phasing, coordination with third-party contributors, etc.) and identifying optimal solutions
o Examining, looking for and possibly proposing alternative solutions to the Consultants in order to reach an optimal solution (cost – timeframes – quality – technical – appearance)
o Providing the necessary technical support to the purchasing managers and sales teams
Managing the weekly site meetings:
o Following the agenda, reviewing meeting minutes and forwarding observations to the Architect
o Organising and participating in visits to the site at least once a week in the presence of the Architect, Contractors and, if necessary, the other Consultants
o Weekly management of the Contractors’ contractual deadlines
o Control and weekly monitoring of the detailed accounts of the Contractors and other consultants
o Opinion to the Technical Director on shortcomings in terms of execution quality
o Monitoring the assignments carried out by the Architects and Design Offices
Weekly reporting to the Technical Director
Almost there: you guide and steer the Provisional Acceptance
o Organising the acceptance visits planned with the general contractor and the external consultants
o Coordination of the drawing up by the Architect and the other Consultants of detailed lists of shortcomings and works not carried out
o Verification that the general contractor has obtained the reports from official bodies (e.g.: SIAMU, AIB, etc.)
o Coordination of the management, by the Consultants concerned, of the withdrawal of observations
o Coordination of the creation of the further intervention documents and As Built documents by the contractor and the safety coordinator
And finally: you guide and steer the Final Acceptance
You have a master’s degree (Civil or industrial engineering construction)
You have been working in the building construction business for at least 5 years
You have strong organisation skills
You demonstrate an ability to build bridges between various stakeholders and are able to lead them together towards the desired result
Accuracy is part of your natural DNA
You are perseverant, cost conscious and a good negotiator
You have knowledge of MS office and another useful software applications
An economic background is a plus but not a must
